OP, you got it the wrong way around!
This depends on the level of technology. Playing on a low level, the PLA is really strong, with snipers. And the Allied forces are more expensive to build than the Red Army. Tanks are hard to launch at first. Yesterday, an Allied unit was killed by me using artillery and a small fast car. There is no strongest army, only stronger operations.
There is no fixed way of playing; judgment and adaptability are very important.
