Every time I manually turn off my phone and then turn it back on, I find that the battery is either down by 20-30%, or up by 40-50%. What's even stranger is that today at noon, after I got up, I found that my phone, which had been charging all night, was only at 49% battery, and the Android Optimizer app actually said the standby time could last more than a hundred million days. I didn't see it wrong—it really said over a hundred million days!

It should be a display issue. Once when I went hiking, my phone showed about 40% battery at the foot of the mountain, and it became about 70% when I reached the top.

This is a battery issue. Stand by for a while and check the battery display, or calibrate the phone's battery.
