Also, personally I feel that the original poster's requirements are too high; it can't get off the ground without at least two thousand.
Go buy an HTC, there is an Android 4.0 one called HTC One X, quad-core, very expensive. Personally, I think the HTC One series is pretty good, you can go check it on Baidu.
