Why can't I catch 100% of monsters in Monster Wonderland, or buy Master Balls?

Looking for modifications for Monster Wonderland 1 and the last installment, with secret BT codes, 100% pet capture including the story, and experience multipliers.

That game is so frustrating, I went at level 10-something to fight the Water God that's over level 40.

There are also those motivated by money. Everyone is so obsessed with Pet Kingdom, yet they overlook Monster Wonderland, which is actually quite good.
