Conscription: It costs 20 gold for every 100 soldiers. If a general's troops are not fully recruited, the general's effectiveness cannot be realized, so the conscription command is very important. Transportation needs no explanation—it simply involves moving a city's money, grain, and treasure to other adjacent cities under your control.
[Personnel] Searching is used to find generals. Every January, some cities will have new generals appear. As long as their 'virtue' value is high enough, they can be found. The cities and years in which these generals appear are fixed, so careful attention allows you to remember them all. Sometimes, a situation occurs where if a city is attacked and conquered in battle and the nearby city is already full (a city is full with 10 generals), leaving no place for the generals to go, they will resign. At this time, you can search for these resigned generals in neighboring cities. Sometimes searching will find treasures, which are very useful for increasing a general's loyalty; other times, you might find about 100 units of grain or gold.
Recruitment is about hiring talent. There are two methods of rewards: giving money or giving treasure. Money can range from 10 to 100 gold, with effects ranging from 1 to 18; while treasures have a minimum effect of 6, and can reach up to 20. The maximum loyalty for a general is 99, and rewards cannot be given once it reaches 90. When rewarding, first use a combination of treasure and money to reach a loyalty level between 85 and 89, then use treasure or 100 gold to increase loyalty to 99 in one step.
Appointments: Appoint a general as the governor of a city; those with higher 'virtue' and 'wisdom' are preferable. The ruler directly serves as the governor of the city they are in.
[Domestic Affairs] Domestic affairs have four development commands, targeting land development ('Land'), commerce ('Trade'), disaster prevention ('Govern'), and population. The higher the 'Land' value, the more grain you will receive in October; the higher the 'Trade' value, the more gold you will receive in April. Even if 'Land' and 'Trade' are maxed out (at 999), if the population is low, the benefits will not be significant, so developing 'Population' (maximum value 99,900) is also very important. In the game, at least one city should be fully developed to meet the needs of war. During development, the higher the intelligence of the general, the higher the development values, which is very important. 'Govern' is extremely important. Sometimes disasters occur randomly, and at this time, the 'Govern' value plays a crucial role. If it is below 50, after a disaster, not only will 'Land' and 'Trade' decrease, but gold and grain will also be reduced.Between 50 and 98, if a disaster occurs, only the land and property will decrease; a 'Governance' value of 99 is the maximum, and if a disaster occurs at this point, only a few points of 'Governance' will drop. Spending one or two command points to raise it back to the maximum is fine. Therefore, for a city to remain stable, the first step is to prepare for disasters (prevention is better than cure).
[Strategy] Alliances, Divide and Conquer, Recruitment, Intelligence. An alliance is for nations; once an alliance is formed, that nation will not attack for a year. Divide and Conquer and Recruitment target enemy generals. Divide and Conquer is used to lower the loyalty of enemy generals; the higher the intelligence of the general, the easier it is to apply this strategy. Recruitment is used to bring enemy generals into your camp; the lower the enemy general's loyalty (preferably 0), the higher their loyalty after recruitment. If the computer-controlled sides have just finished a battle, many generals will have low loyalty, and these two strategies can be greatly used to increase your strength. Intelligence is used to investigate other cities and generals. As the saying goes, know yourself and your enemy, and you will win every battle.
[Market] Gold and grain can be used to buy and sell food. Buying or selling food will have different prices in each city. If you want a good price for selling, do it in a large city. Weapons are used to buy weapons and armor. These are for dueling generals, with three types of weapons: swords, battle axes, and greatswords. The highest-level sword is the Broken Slash Sword; the highest-level battle axe is the War Axe; the highest-level greatsword is the Hooked Scythe. This does not include special legendary blades, which are explained in a separate chapter. Among armor, the highest level is Hardened Leather.
The academy is extremely important as it can increase a general's intelligence. The higher a general's intelligence, the more strategies they can use in battle and the higher the success rate of their strategies. Once intelligence exceeds 80, reading is no longer effective. Each study session costs 10–30 gold: below 40 costs 30 gold; 40–60 costs 20 gold; 60–79 costs 10 gold. Each study session increases intelligence by 6–12 points. Try to train your generals' intelligence above 85. An intelligence of 85 is a threshold because it allows your general to have two more strategies than at 84.
When cultivating intelligence, if a general's intelligence is below 60, random high values of 11 or 12 can appear, but once over 60, the maximum is 10. The academy is not in every city; a relatively high 'Governance' level must be achieved for it to appear!A visit to the hospital costs 50 gold and consumes command points. The effect is to restore about 40 stamina.
