The website 7723 makes money from those online game advertisements; the games themselves are just a backdrop. Moreover, those games harm the interests of the game developers. If held accountable, 7723 would be finished. (This is similar to local TV stations' advertisements and pirated holiday programs.)
Perhaps the webmaster would feel very happy to see the website they built from scratch being so popular.
