Introduction to Lufeng: Lufeng is located on the shore of Jieshi Bay in eastern Guangdong, between the Shenzhen and Shantou special economic zones, with a population of over 1.5 million. Over the ten years since the county was upgraded to a city, Lufeng's various industries have seen significant development. Lufeng is located in the South Asian subtropical monsoon region, with a land area of 1,681 square kilometers, a coastline of 116.5 kilometers, and a 200-meter iso-deep sea area of 12,500 square kilometers. Among the five ports of Wukan, Jieshi, Jiazi, Hudong, and Jinxiang, Jieshi and Jiazi are both national first-class fishing ports, famous for their abalone, lobster, grouper, and other precious seafood. Donghai is the seat of government in Lufeng. Lufeng boasts beautiful mountains and rivers and numerous historical sites. It boasts the renowned "Unity of Taoism and Buddhism" religious tourism site at home and abroad, Jieshi Xuanwu Mountain; the Jinxiangtan Guanyinling Seaside Tourism Area, which combines "Divine Sea and Sand and Rocks"; the ancient Buddhist temple Qingyunshan Dingguang Temple; and the cape scenic Jiadong Qilin Mountain, known as the "Golden Coast of Eastern Guangdong Tourism." The city has the largest economic development pilot zones approved by Donghai and Xingdu provinces in eastern Guangdong. Among them, the Donghai Economic Development Zone covers 18 square kilometers, with flat terrain and convenient transportation, making it a prime location for investment and property purchases. Governor Huang Huahua pointed out during his inspection that the area has many favorable conditions that are hard to find anywhere else in the province. History of Lufeng: In the sixth year of the Yuanding era of the Han dynasty (111 BC), after the Han dynasty pacified Nanyue, Haifeng County was established, and Lufeng belonged to Haifeng County of Dongguan Commandery.In the fifth year of the Tang Wude period (66 AD), the eastern part of Haifeng County was divided to establish Anlu County (which later became Lufeng County), with the county seat located at Lujun Huanzhu Fort in today's Da'an Town. In the first year of the Tang Zhenguan period (627), Anlu was merged into Haifeng County. In the ninth year of Emperor Yongzheng of the Qing Dynasty (1731), Lufeng County was established by separating Fangkuo, Shifan, and Jikang from Haifeng County, with the county seat at the old site of Donghai Rong (now Jiuxu in Donghai Town), under the jurisdiction of Huizhou Prefecture.

At the beginning of the Republic of China, it belonged to the Chao County Circuit, later under the East River Administrative Commissioner's Office, the East River Rehabilitation Committee, the East River Pacification Office, and the Fourth Administrative Inspector Commissioner's Office. After the victory of the War of Resistance Against Japan, it fell under the jurisdiction of the First District Office.

After the founding of the People's Republic of China, it was under the East River District Administrative Inspector Commissioner's Office. In 1953, it was transferred under the Guangdong East District Administrative Commissioner's Office. In 1958, it belonged to the Shantou Commissioner's Office. In 1983, it was transferred to the Huiyang region. In 1988, Haifeng and Lufeng counties of the Huiyang region were used to establish Shanwei City, and Lufeng was placed under Shanwei City. In 1988, eight towns and townships of Lufeng County—Hekou, Hetian, Dongkeng, Shuichun, Xintian, Luoxi, Shanghu, Nanwan—and the Jixi Forest Farm were separated to establish Luhe County.

On January 19, 1995, the State Council approved the abolition of Lufeng County and the establishment of Lufeng City, with the administrative area of the original Lufeng County becoming the administrative area of Lufeng City.

In December 1992, five townships—Qiaochong, Xinan, Jiebei, Shangying, and Jiaxi—were upgraded to towns. In 1994, with the approval of the provincial government, the former Hubi Farm was transformed into the Xingdu Economic Development Experimental Zone (deputy department-level), and the Overseas Chinese Farm of Lufeng was separated to establish the Shanwei City Overseas Chinese Administration Area (county-level).

In 1995, six management areas including Junhu and Neihu were separated from Bomei to establish Neihu Town. In March 1996, approved by the provincial government, Jiebei Town was abolished and merged into Jieshi Town, and the Jieshi Economic and Technological Experimental Zone (deputy department-level) was established. In April 1997, eight management areas including Houkan and Fuzhou were separated from Chengdong Town to establish Hedong Town.

As of 1998, Lufeng City had 23 towns (farms, areas), 282 rural administrative areas, 39 residential administrative areas, and 1,106 natural villages.(Source above) In 1999, Lufeng City administered 20 towns, 45 neighborhood committees, and 298 village committees: Donghai Town, Jiazi Town, Jieshi Town, Hudong Town, Da'an Town, Bomei Town, Neihu Town, Nantang Town, Piyang Town, Bawan Town, Jinxiang Town, Tanxi Town, Jiadong Town, Hexi Town, Chengdong Town, Shangying Town, Qiaochong Town, Jiaxi Town, Xinan Town, and Hedong Town.
