Can a phone emulate NDS? Ah! I lost money buying my handheld console. Hmm, no, one NDS game is about 200M, how could a phone possibly emulate it???

It depends on what kind of phone; all PSP ones can be emulated.

PSP emulation would probably be really laggy, and buying a handheld console offers a different experience than emulation.

Currently, Android requires high specifications just to barely manage it. Emulating NDS is even harder than PSP; even if it works, you can only play some small games. There's no hope for Symbian. As for what you said about losing out on buying a handheld, what do you mean?
