As for JAVA, Tattoo Tycoon and Casino Tycoon are both pretty good (seems like they're from HandyGame, if not, please forgive me = = )
Happy Restaurant 2012, a 1MB capacity management game. Unlimited furniture placement, allowing you to match it in any way you like. Players only need to run the restaurant and complete tasks within the specified time to upgrade the restaurant. You can also hire top-level chefs, waiters, cashiers, and more. In the final level, you just need to manage popularity well to run the restaurant indefinitely.
The game has in-app purchases, seems to be some kind of gift pack, adding 10,000 money and 500 popularity. My favorite management game, not sure if 7723 has it.
If you can't find it, go to DangLe, set the model to B920 (N73 items are charged, B920 is completely free, don't ask me why, I tested it myself). JAVA is recommended to be offline.
