Please recommend a mobile phone that can play Grand Theft Auto
As the question states, can a mobile phone with 4G of memory and 1G of running memory (quad-core) be able to play SA? If not, what about Vice City? ?If none of them work, what kind of configuration can I use to play SA or Vice City? Please recommend mobile phone brands and models, the more the better

OP, I dare to bet that 4 cores and 1GB of memory is definitely enough, because my phone is the same...
Listen, OP, don't ask whether the machine can handle it. Instead of asking questions here, you might as well try downloading an SA yourself; you'll know once you try.
Changing your phone isn't about whether it can handle games… it depends on how much you are willing to spend.
A Qualcomm single-core 512MB is enough to play (Little Yellow Bee W619). Basically, any Qualcomm single-core above 512MB has no problem. Now, most are dual-core or above, so basically anything around 600 is fine. I recommend Redmi or Huawei (around 700, close to Xiaomi's price).
Dual-core 512MB RAM runs GTA III and Vice City perfectly, but SA sometimes lags, with low graphics quality, and will crash when the RAM is full.
My crappy phone with dual-core 1GB RAM can play Vice City, I haven't tested the new ones, it can also run MC4, U960S3
The highest settings of GTA: Vice City will lag because the resolution is too low, lower it and it will run smoothly.
