This special effect is controlled by the main program, the data packet is useless. I tested it personally, as long as the main program is the full special effects version, you can download any version of the data packet. The main program is 1.046, and the data packet I used is 1.050.

Haha, this is really not the case. I have a quad-core. My classmate tested the Huawei Honor 6 octa-core with version 1.0.50 of Need for Speed, and it had no motion blur, otherwise I wouldn't have posted this.
