Article 2: These regulations apply to the registration, use, and management of internet user account names within the territory of the People's Republic of China.

The term 'internet user account name' in these regulations refers to the account names registered or used by institutions or individuals in internet information services such as blogs, microblogs, instant messaging tools, forums, ***, and comment sections.

Article 3: The National Internet Information Office is responsible for supervising and managing the registration and usage of internet user account names nationwide, while the internet information content authorities of provinces, autonomous regions, and municipalities directly under the central government are responsible for supervision and management within their administrative regions.Article 4: Internet information service providers shall implement security management responsibilities, improve user service agreements, explicitly inform users that there must not be illegal or harmful information in account names, avatars, and profile information, equip themselves with professional personnel appropriate to the scale of the service, review the account names, avatars, and profile information submitted by internet users, and refuse registration for any account information containing illegal or harmful content; protect user information and citizens' personal **, consciously accept social supervision, and promptly handle illegal and harmful information reported by the public in account names, avatars, and profile information.
